Since 1993, Thomas M. Lynch has been negotiating a variety of commercial and other agreements for some of the largest telecommunications companies in the world. ?With the growth of the internet, his practice has expanded to include representing providers of internet-based services and equipment, as well as large customers for telecommunications and IP-based services.

Mr. Lynch began his legal career with Wilkinson, Barker, Knauer & Quinn in Washington, DC, where he represented large telecommunications carriers, including Deutsch Telekom and Europe Online, in various strategic transactions. The most notable, and most interesting, was DT's investment in Sprint and the formation of the worldwide carrier, Global One, between DT, Sprint and France Telecom. ?Mr. Lynch was an integral member of a relatively small team representing DT and participated first hand in negotiations that took place around the globe.

While at Wilkinson, Barker, Mr. Lynch co-authored and edited the Telecommunications Act Handbook: A Complete Reference for Business, a book describing the principal provisions of the Telecommunications Act of 1996. ?The book became an instant best-seller among individuals and companies involved in telecommunications, and was reviewed favorably in the industry.

Mr. Lynch moved to Levine, Blaszak, Block & Boothby in 1996, where he practiced telecommunications law for another two years, representing Fortune 500 companies in the purchase of telecommunications services from major carriers. ?By representing buyers in the purchasing process, Mr. Lynch developed a thorough understanding of the customer's perspective and has successfully transferred that understanding to helping carriers meet the needs of their customers, while mitigating business and legal risks.

Mr. Lynch graduated from Georgetown University Law Center in Washington, DC in 1993. ?He graduated cum laude (with honors) and was named to the Dean's List. ?Prior to receiving his law degree, Mr. Lynch graduated magna cum laude from Loyola Marymount University in Los Angeles, California, with a Bachelors of Science in Accounting. ?He was named Outstanding Graduate in Accounting for achieving the highest grade point average among accounting majors, and was awarded the Donovan & Seimans Business Administration Award for the second highest grade point average in the College of Business. ?Mr. Lynch received the American Accounting Association's Merit Scholarship and was granted the University President's Citation for Leadership at LMU. ?He is a member of three honor societies and was named to the Dean's List all eight semesters at Loyola Marymount University.

Mr. Lynch opened his own telecommunications law practice in 1998, in the Washington, DC metropolitan area. Since that time, his practice has expanded and contracted with the telecommunications industry, but through it all, Mr. Lynch's reputation for excellence and honesty has continued to attract new clients and retain existing ones.

Mr. Lynch is a member of the District of Columbia Bar. the Virginia State Bar, the Maryland Bar, and the Bar of the Supreme Court of the United States. ?He is also a member of the Federal Communications Bar Association.
